According to Interpretation 1.3b(1)/1, even though neither player who made the agreement acted on repairing the footprint, they are still disqualified because they deliberately agreed to ignore a Rules of Golf.
Question 1.2
– A player finds his ball resting on a branch. With the player’s knowledge, a spectator moves the branch, the ball moves, and the spectator replaces the ball.
A) No penalty because the player did not do anything to affect the ball
B) The player gets a one stroke penalty
C) The penalty for the player is 2 strokes
D) No penalty because the player did not ask the spectator to move the branch

Under Interpretation 1.3c(1)/1, A player is responsible when another person’s action breaches a Rule with respect to the player if it is done at the player’s request or if the player sees the action and allows it. If the ball was not replaced, the penalty would have been two strokes. The person that moved the ball may replace it.
